Elzear attended the seminary in Rimouski and was ordained a catholic priest 27 mai 1899. After ordination he taught there as a professor in 1900, before serving as Vicar at Notre-Dame-du-Lac in Témiscouata in 1902.
In 1907 went on to work as a missionary at Saint-Saurell-de-Matapedia and Saint-André-de-Restigouche in Avignon co., Québec. In 1908 he served as a vicar at Sainte-Cécile-du-Bic, before becoming parish priest at Saint-Édouard, Les Méchins in the diocese of Rimouski.[2]

He was named Monsignor in Gaspé on april 15, 1924.[3] The town Saint-Elzéar, Gaspésie–Îles-de-la-Madeleine, Quebec[4] is named after him as he was responsible for the settlement of the community.[5]
