Cecilia Winifred ("Cicely") Mosley was born on August 13, 1892, and her birth was registered at Croydon, Surrey, England, in the July quarter of that year. She was a daughter of Sir Alexander Mosley and Maria de las Mercedes Josefa Emmanuela Luisa Francia Mosley.
We can find no sign of Cicely in the UK census data for 1901 or 1911, and so we assume she was living on and brought up on Gibraltar.
Cicely was married to Arthur Barnard Hankey on May 1, 1919, on Gibraltar (presumably at St. Mary the Crowned). They would have two children.
After the birth of her son Ian, and between the two world wars, Cicely would travel frequently between Gibraltar and England, with or without her husband and children.
In 1924, for example, she returns from Gibraltar with her son and states that her address in England is "Hennor House", Leominster, Herefordshire. She also states that their last place of permanent residence was "Spain".
In 1926, after the birth of her daughter, all four members of the family (and a nurse) leave London for Gibraltar, and they list their place of residence in England as "The Cottage", Leatherhead, Surrey. Her husband, Arthur, lists his occupation as a "Merchant".
There are at least 14 arrivals from and departures to Gibraltar between 1924 and 1939, and in 1939, when Cicely travels on her own to Gibraltar, she lists her address in England as 46 Beaufort Gardens, Kensington, London.
Cicely's last such trip (in the 1930s and 1940s) was after the start of World War II, when she and her two children were evacuated from Gibraltar aboard the "Ormonde" back to England, where she stated their address as Redhill, Redmarley d'Abitot, Gloucestershire.
At the time of the electoral rolls in England in 1945 and 1946, immediately after World War II, Cicely is living with her husband, Arthur, at 60 Pont Street, Chelsea, London.
Soon after the end of the war, Cicely starts to make regular trips to America (by sea and by air). Her daughter married an American journalist and political commentator at the end of the war, and she is undoubtedly traveling to see her daughter and her grandchildren. She makes at least three such trips between 1947 and 1960. In 1947 she lists her address in England as "Mount Pleasant", Lower Hardres, Canterbury, Kent; in 1950 no permanent address is listed; and in 1960 she lists her permanent address as "Marble House", at 15 Bomb House Lane, Gibraltar.
Cecelia's husband Arthur died in 1974.
Cicely passed away on December 23, 1976. Her death was registered at Canterbury, Kent, England, in the October quarter of that year. She was privately cremated after a requiem mass at St. Thomas's, Burgate, Canterbury. on December 31, 1976.
