What does "foreign death" handwritten on a Washington DC death certificate mean in 1925?

The death occurred in PG County, MD.  Foreign was written in quotes.  The certificate image has been uploaded.  Thank you.

Did you noticed that the orginial death certificate number is overwritten?

I just think that means it was not in the District of Columbia even though they issued the death cert.  Ordinarily the state where the death took place would be the issuing entity.
