Frances was born in about 1841. She is the daughter of Rev Thomas Delves Broughton and Frances Corkran.
UK Census Date 1851: Living with her parents, siblings, a Governess, two cousins, a visitor and four servants in Bletchley, Buckinghamshire, England. Aged 10.
She married Admiral John Arbuthnot Fisher, 1st Baron Fisher (son of William Fisher and Sophia Lambe) on 4 April 1866 at St. George Hanover Square, London, England.[1]
They had the following children:

In 1891 Frances and her husband were living in Norfolk Street, St George Hanover Square, London. Also in the household was their daughter Beatrix and one servant.
She was awarded the Order of Chefekat 1st class.
As a result of her marriage, Frances was styled as Lady Fisher on 7 December 1909.
She died on 18 July 1918 at the age of about 77.[2]
