Go to profile with the higher number, scroll to bottom, select initiate a merge, in ID2 enter profile with lower number (merges should always be down with ID2 as the Lower profile number), select Merge, and then you should be able to immediately merge them since you are the PM on both.
Otherwise, you have to leave a comment about why you think the merge should be done and wait for the other PM to agree to the merge.
