You are correct, without knowing the specifics of the hidden profile, I would not approve a merge either. I would have to suggest without having any knowledge of what's in the locked profile to contact the manager of that profile to compare and verity the information. Then a merge could be satisfied. Maybe the meaning behind the other post is to not reject the other profile as a match, not that you have to approve the merge. Maybe someone can help clear this up a little more if my thinking is off track. Best regards!
