change HSA/protected status on Hutchinson-3 for merge?

Question

I have a merge request here for Anne Hutchinson-2 to be merged into Anne Hutchinson-3 (HSA/PPP). I thought we were supposed to go into the lower number, but when the numbers are this low, and only one apart and one is already assigned as an HSA and such... how should this work?
