Any thoughts on this Willson/ Travis/ Ward note?

Looking at the birth cert https://familysearch.org/pal:/MM9.1.1/VNGX-6BN for eldest child http://www.wikitree.com/wiki/Ward-11197 I've found a statement by the mother http://www.wikitree.com/wiki/Willson-1330 that the father of record http://www.wikitree.com/wiki/Ward-10213 has already passed away and the mother Rachel is now re-married in Michigan to a Mr. Travis.  Yet on the second child http://www.wikitree.com/wiki/Ward-11196 between Rachel and Charles there is no such note.  Thoughts???

The birth certificate for Nora May Ward was completed in 1935, 45 years after her birth date of May 14, 1890. So, it's entirely reasonable that her father was still alive for the birth of his son in 1892, but dead by 1935.
