There are no references for Hershel Waggoner. No dates or places. So I'm not sure if there are any rules that apply here. I have found this record in familysearch which used the same spelling. Best I got. https://www.familysearch.org/tree/person/details/LDHD-WYT Find a Grave, database and images (https://www.findagrave.com/memorial/101259183/herschel-waggoner: accessed 07 January 2024), memorial page for Herschel Waggoner (1898–1956), Find a Grave Memorial ID 101259183, citing Sunset Memorial Gardens, Minot, Ward County, North Dakota, USA; Maintained by Herb Schwede (contributor 46530188).

Occasionally, you can find who a profile was supposed to represent by looking at other profiles created near or at the same time. I took a look and no such luck with Herschel. I'd go with the source you found since the profile was never linked to any other profile to cause a conflict.

Unfortunately, many early GEDCOM imports arrived without including the connections between the people in the GEDCOM. This seems to be one of them. sad

The contributions history for the member who created that profile is at this link. The people in the huge GEDCOM they imported in April 2013 seem to be largely in the United States (Indiana, Illinois, Missouri, Iowa, Kansas, and Kentucky, for example), and I noticed some immigrants from Germany and Sweden, as well as people who lived and died in Staffordshire (England). Based on that, I think that North Dakota is a reasonable location.
