I like the Coaticook example of "Parallel category hierarchies in other languages". There is a Spanish example: Entre Ríos, Argentina. The accent of the "i" in Rios is subtle but makes a lot of difference if you search in Spanish records. It makes sense to me that the categories are recognised as completely different languages.
I look forward to Danielle Liard's opinion. Each regional project will decide on their own guidelines. I will not comment on Canada. In the Argentina sub-project I support the English/Spanish parallel categories for the high level categories such as provinces (or states). For the location categories below that I prefer all the category names in Spanish. Example: Federación, Entre Ríos
