Civil War pension minor designation

Is the name given on the minor line of a pension report given
as a child or as a guardian?  I am trying to find records for Charles H. Bunker-2356.  He was killed in 1862.  I found a census in 1860 including him, his wife, Amy, and sons, William,7, and Charles S., 5.  I found a 1870 census giving an Amy Hapgood and son Smith Bunker.  I found it following FamilySearch's tree time line for Amy Aldrich, born in Moira, Franklin County, New York.   I think this is Amy Bunker, remarried to Amos Hapgood, and Charles S(mith) Bunker.
If guardians of minors are listed instead of a child's name on the pension, I believe it is Amos Hapgood who is listed as the guardian in the Bunker pension and is listed as A. H. Hapgood.  Any opinions on my assumptions before I commit
myself to these sources for Charles, Amy, and family?

It's the guardian. For example, Joel Powell served in F 139 NY Inf, died in 1866, and his widow married George Phillips. The line on the pension card reads 'Minor Phillips, C. R. (gdn)', naming Caroline R Phillips.
