How do I gain access to a locked profile managed by a possibly deceased person?

I would like to access the profile of the wife of one of my ancestors. This is Simone Prickett born 1910's died 1990's. This is managed by a person who has not been active for over a year and may be deceased or in care.

I have left her messages but they have not been answered.

I am in the process of doing the steps before I use the unresponsive manager form. I was not aware of this form.
