It seems like those two categories should be merged unless the "settlement" is in a different location historically?

It looks like the proper name is Anderson Settlement (Google Maps, Wikipedia etc.). I've set the rename on Anderson.

There is a place called Anderson Road in Victoria and 4 places called Anderson Settlement, all in different counties. However, I agree, there is no place called Anderson.
