Does anyone know what these numbers mean in a Fold3 record for the Civil War?

I'm looking at Fold3 records (images) for various people from the Civil War. The card starts with a name then Civil War, company and Union or Confederate and then rank. Rank is listed twice for enlisted and mustered out.

Under the heading Card Number, there are six numbers. The first and last sets of numbers are 8 numbers long. The numbers in between are four numbers long. There are no dates on the cards. It's the first image in the Fold3 files.

Here's one example: 48018077. Second line: 8164.

Are you looking at the compiled service records? (Here's an example: https://www.fold3.com/image/201249049.) If so, the numbers are card numbers for the cards that follow. See https://www.archives.gov/research/military/army/compiled-military-service-records for a description--the cards were numbered on the back, which isn't in the image.
