What can't I make my tree public or open?

I'd like for my tree to be as public and open as possible, but I'm not able to do that. Why not? Isn't being a part of the world wide tree the whole point?

Having a look at https://www.wikitree.com/genealogy/Haskins-Family-Tree-2085 it looks like the only people not open and viewable are your father and brothers. I assume that they are alive and not on Wikitree. The guidelines at https://www.wikitree.com/wiki/Help:Privacy#Unlisted point out that anyone alive (Living Person) must be at an Unlisted (Black Padlock Image) privacy level. 

That will be why the information for your father and brothers is not showing for anyone other than you most likely. If it is your sister (As a Family Member membership level) not being able to see them the solution is for you to add her onto the trusted list or as a profile manager.

I appreciate you all for taking the time to answer my question. Special thanks to you Darrell for checking out my family tree and confirming for me that it is public. I do understand about living people being private.

Live people profiles won't be open because of privacy laws.

Each individual profile has its own privacy setting, but why are you unable to do that?  Except for the specific restrictions for living people (described here):

https://www.wikitree.com/wiki/Help:Privacy

you should be able to make public whatever you want.  Sign of the times, there were legal reasons driving the policies for living people.
