Not sure if it is the same man, but ancestry.com has the marriage record for Norwich, Connecticut, which has a marriage for Michael Carroll, age 23, who married Margaret McVeigh, both born in Norwich.  The marriage took place on March 22, 1895.

That fits the couple in the 1930 Census pretty well.

The date of marriage is close to the Familysearch record which shows “married 23 Apr 1895 in Norwich, New London, Connecticut, United States” added their two daughters but definitely Irish Roots here!
