Intriguingly , latest (UK 1921) census transcript on FMP site takes the birth-place, Dublin (on image of Census form) as Dublin, in mid Suffolk UK. Not convinced that that is correct as said Dublin is a modest farmhouse and almost untraceable but visible via Google Streetmap but if it  is correct that raises a host of questions about his father Ralph Greville Howard, so far untraced apart from on Frank Howard's Marriage Certificate.    Earlier inputs all welcomed, but new data (error?) from FMP might just trigger someone with detailed local records knowledge so look forward to WT-er's opinions on this matter.

I haven't looked at either the transcript or the original 1921 census on FMP but just from the results page there is the following -

Frank Howard; born 1855 in Dublin Ireland; living in Winchester Hampshire; others in the record are "Frances Isonlt, Eustace Aubrey and 1 other".

Is this the record you were referring to?

Sorry for slow take on your question, not often in to G2G;

Briefly - 1901,1911 Census give Frank's birthplace as "Dublin" , not "Dublin, Ireland" whereas the 1921 Census transcript stated "Dublin, Suffolk" which took some Googling to find out it was a tiny hamlet in the 1800's and seemingly not any bigger now.  Jim Richardson has just suggested an Earl of Suffolk (Charles Howard) had son, & grandson Greville Howard - a clue I have yet to explore fully.

The correct 2nd name for Frank's daughter (my mother) is Isoult.

Thanks for querying details.
