Matching and Merging Profiles 

The merge of Ann Goode (Bennett-27623) and Annie Goode (Bennet-502) is already in progress by another user. If it is not completed in five minutes, you can complete it.

Solution is to delete the merge and start a new merge. (Not a great choice if you are not on trusted list for both profiles, as you need approval over again or to wait 30 days.)

Every time I have had this happen, I remove the merge, propose the merge again, and the merge completion screen is shown right away, because there was already a proposed merge agreement or by default.
