William was born August 4, 1832 at Union Mills, Carroll, Maryland. He was the son of William Shriver and Mary Owings.
He passed away ion April 9, 1911, at his home in Westminster, Carroll, Maryland. His is buried in St. Johns Cemetery in Westminster. A memorial can be found at Find A Grave.

Well-known Carroll County Man to Be Buried Tomorrow

Westminster, MD., April 10 -- The funeral of William Shriver, who died at his home here yesterday afternoon, will take place at St. John's Catholic Church at 10:30 o'clock Wednesday morning. It is possible that Cardinal Gibbons may officiate, as he had long been a close friend of the Shriver family and it is to the homes of Hon T. Herbert Shriver and B. F. Shriver. at Union Mills, brother of the deceased, he frequently retired for rest. If he should be unable to take part in the service, it will be conducted by the rector, Rev. Joseph Mallon. The remains will be interred in the cemetery adjoining the church, beside the grave of Mr. Shriver's wife, who died in November,1908. The pallbearers will be his nephews, Edgar Lyon, Herbert Myer, Mark O. Shriver, Jr., Edwin Shriver of Baltimore, Joseph W. and Bernard F. Shriver, of Union Mills.
Mr. Shriver was next to the oldest son of the late William and Mary Owings Shriver, of Union Mills. An older brother, James Shriver of this city, died about 20 years ago. Mr. Shriver was in his seventy-ninth year. The early years of his life were spent in Baltimore as a member of the firm of John L. Shriver and Brothers, fruit and oyster packers. During that time he married Miss Roberta Lyon, and in 1872 removed to Emmitsburg and later came to this city. Here he was, up to the time of his death, the secretary and treasurer of the B. F. Shriver Company, which conducts extensive canning factories in this city and at Union Mills, New Windsor and Littlestown, Pa., and owns many fine farms, in the aggregate worth $200,000. Mr. Shriver is survived by 10 children, Mrs. Joseph W. Schneiders, Miss Mary J. Shriver, J. Stewart Shriver, of Pittsburg, Pa.; Misses Roberta L., Sue W. and Emma T. Shriver, Mr. John L.. Shriver of this city; Thomas F. Shriver, assistant cashier of the National Marine Bank of Baltimore, and William J. and Andrew K. Shriver of that city. Four brothers and two sisters also survive him: C.C. Shriver, president of the Metropolitan Bank and Mark O. Shriver of Baltimore; B.F. Shriver, Hon. T. Herbert Shriver, former state senator from Carroll county and deputy collector of customs in Baltimore and Miss Molly O. Shriver of Union Mills, and Sister Francis de Sales, of the sisters of Charity, Troy, N.Y.[1]

Living with him was his wife Cecelia B. Shriver, 40, and their children Robert L. Shriver, 18; Thomas F. Shriver, 16; Mary J. Shriver, 15; William Shriver, 13; John S. Shriver, 12; Roberta L. Shriver, 10; Andrew K. Shriver, 10; John L. Shriver, 6; and Sarah A. Shriver, 2.[2]
1900 U.S. federal census - In the 1900 census, William, 68, was a bookkeeper in Westminster, Carroll County, Maryland. Counted in the same household are his wife, Roberta, 58, and children Mary J., 35; Roberta L., 28; John L., 24; Sarah A., 22 and Emma T., 18. Also listed as a daughter is S.W. Shrimmer, 12. This is probably Susan Wilson Shriver who was actually 10 years old.[3]
