William was born in 1774. He was baptized on the 7th January 1774 in North Molton. He was the son of Philip Passmore and Margaret Kingdon. He first appears on a document dated the 1st July 1797, in which his father transfers the lease of a property called Easter House to William. William has to pay a fine of 7 pounds to his father for the transfer of this lease for the term of his life 99 years. This was important, as William needed somewhere to live, as he married his wife Mary the following day. William also appears on a marriage bond also dated the 1st July 1797. The agreement is for the sum of 80 pounds from Mary Stoneman's father Peter. Half of it 40 pounds is to be paid directly to his daughter on condition that she marries William, and the other half for herself if her husband was to die, and became a widow, it would support her and her children. However, she died in 1815 aged only 37 in 1815, so the money went to the children. William married Mary at All Saints Church North Molton by banns. They could both write their names and witnesses to the marriage were Peter Stoneman and William's sister Elizabeth Passmore. He appears on a document dated 25th March 1812, in which he leases a property for the term of his life (99 years) from Lord Boringdon. William has to paid his Lord the sum of 60 pounds for lease of the property called Late Mole's tenement, for yearly rent of 4 shillings. On the baptism of his child Robert Passmore in 1813, his occupation was a woolcomber (a woolen mill worker that separates fibres). William was appointed parish clerk on the 21st January 1820 for North Molton. He appears on another document dated 17th November 1824, in which he transfers the lease of Late Mole's tenement to John Burgess by mortgage for 40 pounds. He must pay William 5 pounds a year until the mortgage is paid off. William also appears on a document dated 13th May 1833, in which he is allowed to sell or rent another property called Gould's tenement, signed by his Lord the first Lord Poltimore. William appears on the 1841 census for North Molton age 65, living with his daughter Elizabeth Townsend. His occupation was a wool dealer. He died on the 10th December 1841 aged 67. Cause of death on the death certificate was water on the chest (a build up of water in the chest cavity that can cause breathing problems and death). William left a will dated 8th December 1841, just 2 days before he died. The will was proven at the Archdeaconry Court of Barnstaple on the 12th July 1842. He names his son Francis Burdett Passmore as executor of the will. William leaves the sum of 10 pounds to each of his daughters Mary Kingdon, Margaret Avery, Elizabeth Townsend and Ann Shapland to be paid one year after his descease. To his sons Philip, George, and Francis Burdett Passmore, the rest and residue of all his property in equal shares to them.
