Jacques Hippolyte was born 13 Mar 1768 in Mer, Loir-et-Cher, Centre, France, son of Jean Baptiste LeBlanc and his second wife, Marguerite Célestin dit Bellemère, daughter of Jacques and Marie Landry.[2] Jacques Hippolyte was born after the 1767 declaration of his father in The Declarations de Belle-Ile-en-Mer which did not list him.[3]
His parents were on a list of passenegers for France in 1763, then arriving at St-Malo on the ship "L'Ambition" the same year. In 1763 he was on a list of passengers for France (Southampton). That same year, he was on a list of passengers arriving at St-Malo.[4]

His father Jean Baptiste died on 17 September 1782 at 58 years of age and was interred the next day in Chantenay, France.[6]His mother Marguerite also died in 1782, leaving several young orphans. Marguerite and Jean-Baptiste's children emigrated to Louisiana, except for Marie Marguerite who died in France.
He traveled with his half-brother Joseph LeBlanc and wife Marie, along with three siblings from Nantes, aboard the ship "Le Beaumont" which embarked in France on 11 Jun 1785 and debarked in Louisiana on 19 Aug 1785.[7]
