Cecil was born in 1899 to William Edwin Hall & Helena Dalton-Wilcox-Hall-Fairchild, the youngest of their 8 children. Her father died a couple of months before she was born.
She married Joseph Wesley "Wes" Cooper in 1915. They had 11 children together: Nile, Evert "Whitey", baby girl Geraldine (stillborn on September 12, 1921), Gerald, Gene (married Harrison Boyd Hunter), Donald, Ruben, Catherine (married Jack), William, Max, Lawrence.
