Well, the short answer is "yes". I suspect if you're around here long enough, you plan around those types of things, so that you can work on another branch or another set of profiles while you await that response, or pursue the Unresponsive process. But if you wanted to leapfrog generations to enter a set of profiles while you work out some access or dispute situations, I don't see any reason why not. There's no rule against it, other than the challenge of remembering that you set up a small isolated island of profiles that you need to hopefully reconnect to the larger group before they are forgotten.
