You will kind of have to hunt for it, but I believe you can still get a Basic plan for 75.00 USD per year.
It is pretty much the last commercial photo sharing web site left, and the only place I can think of for doing the kind of things I would want to do on a family photo site.
It isn’t tied to any Apple or Google apps, you manage it completely through the browser.
You might have to fight your way past all the information about the plans for commercial photography to find the Basic plan.
They have a two week trial if you want to give it a try.
