Global Reunion: Not sure if Isaac Billig and Helena are related, but I have a strong suspicion they are.

It appears that Isaac Billig and Helena are spouses. Helena's birth name appears to be Richter as noted in the announcement of her daughter Teresa's wedding, cited in New York, New York City Marriage Records, 1829-1940.
