Biography

William was the eldest child of John Millen and Jane Foster. The Millen family emigrated to Canada from England about 1849.

In 1861 William settled in Gosfield Township, Essex County. He served as councillor and assessor for the township and was one of the founders of the Wesleyan Methodist Church in Gosfield. He married Rachel Lambier in 1858. They had one son, John.^[1]
