Louis Paulin Lepage was born on 9 May 1869 in Saint-Germain parish in Rimouski, Québec, Canada, and was baptized two days later on 11 May in Saint-Anaclet parish in Rimouski, Québec, Canada. He was the son of Ulger LePage, farmer, and Arsène Castonguay. Sponsors at Paulin's baptism were Germain Fiola and Marie Fiola; neither sponsor signed the register.

At age 25 Paulin married Eugenie Lepage, daughter of Elzear Lepage and Celina Ruest, on 11 Jun 1894 in Fall River, Bristol, Massachusetts, United States.
