Does the CDIB list a village corporation?  You might try contacting the Koyuk village council or try contacting the BIA office that issued the CDIB and ask for a copy of the documentation supporting the card.

You probably already have this, but here is Rosalea in a couple of census records:

"United States Census, 1930," database with images, FamilySearch (https://familysearch.org/ark:/61903/1:1:XHBL-MTM : accessed 7 November 2019), Rosalea Atmik, Cape Nome, Second Judicial District, Alaska, United States; citing enumeration district (ED) ED 1, sheet 22B, line 46, family 659, NARA microfilm publication T626 (Washington D.C.: National Archives and Records Administration, 2002), roll 2627; FHL microfilm 2,342,361.

"United States Census, 1940," database with images, FamilySearch (https://familysearch.org/ark:/61903/1:1:VYWN-T72 : 26 July 2019), Rose Lee Walker in household of Walter Walker, Seward Recording District - No. 27, Third Judicial Division, Alaska Territory, United States; citing enumeration district (ED) 3-1, sheet 1B, line 37, family 23, Sixteenth Census of the United States, 1940, NARA digital publication T627. Records of the Bureau of the Census, 1790 - 2007, RG 29. Washington, D.C.: National Archives and Records Administration, 2012, roll 4580.

Yes, this is her. My great grandmother.

I'm waiting for responses from Koyuk, Nome, Hooper Bay and Counsil. I've heard from Koyuk, they are forwarding my email to their family services Dept.

My mothers card is listed as issued by DOI BIA Nome Office, village is At Large.

I found this web site to be a great help. They have BIA Census transcriptions for several years and areas and a lot of other good information. Good luck!
