When we make notable pages and use wikipedia as source for biography, are we supposed to copy and paste and cite the page or just summarize/paraphrase and then cite the page?

Copy/pasting is definitely discouraged and is unnecessary. See: http://www.wikitree.com/wiki/Copying_from_Wikipedia

thank you exactly what i was looking for.
As Ron said, it is discouraged, but you can paraphrase or add comments in your own words.  Then cite the page as a source.
I tend to do a paraphrasing, but primarily from a genealogical perspective as much as I can. For example, I'll emphasize their parentage, including grandparents if applicable, discuss their siblings, briefly mention the reason they're famous (summary), talk about their marriages, children, and death. To me, anything that links directly to a genealogical artifact makes it more of a family history biography as opposed to the fully blown bio that tends to show up in wikipedia.
