Are William Hall and Charles Seymour the same person with a name change or what?

There are also Charles Seymour's shown in Devonshire at familysearch.org
His name was William Charles Seymour Hall - apparently the same "Charley" Hall that discovered gold at Hall's Creek, Australia - which was later named after him.
