The description page for the "USBH Free People of Color, Linked" category says that it is for "Free People of Color...who are linked to children" and "It is the goal of the US Black Heritage to link all African-Americans born before emancipation to their descendants."
So, should the category be added to a person once they are linked to any of their children or after they are linked to all of their children?
