He's one of those that we would have to determine based on his WikiTree page since he has no Wikipedia page. If someone wanted to attempt to qualify him for Notable status, we would need several things.
1) A complete biography, with records of what he did in his life including all his Notable acts.
2) A clear source for each and all key facts, with a minimum of 3 clear sources that are not duplicates of each other. These can be online or offline, although it's easier to validate against online resources if they are available. However, if a better offline source is used (physical book, offline interview, or something along these lines), then it can take longer to validate information.
3) A statement of Notability, indicating what he did in his life that was Notable.
Note that Notability is not just having had an innovation in a type of drumsticks, but things like what did he do with the innovation, how did it affect the industry, did he make money from it and how much, since he made a company, did the company do well, did he keep the company or sell it, what was the company worth at the time of his passing (if that information is available), who took over when he died, and on and on. If he just (for example) invented a cool new type of drumstick, never invented anything else, and someone else perfected the same type of drumstick later with a better version, and his company ultimately sank into bankruptcy or near obscurity, then these stories need to be told as well. I don't know if he succeeded or failed, was rich or poor, or if famous drummers swore by his sticks and wouldn't use anything else. So that's the type of thing we'd want to capture.
It can be work to put together a properly prepared biography that captures all the key ingredients for a Notable, but it can be done if you have an interest.
