Canada - Orders in Council

In the Find A Grave: Memorial #172255970 for Peter Moss someone wrote in the text that :

"Peter Moss was granted land as the son of Loyalist Samuel Moss by Order in Council dated 18 March 1818."

But, as is normal for FindAGrave, no source document is cited.  I am insufficiently familiar with Canadian records and I do not know where to start looking for such a source.  Can someone point me in the right direction?
