I'm not sure if you have heard of FamilySearch.org before, but they have many free records that are searchable.  Here is a link to their search page with "Arthur Charles" and "Totenham" typed into the search boxes:

It shows a few different Arthurs with a couple of different middle names, and shows some other relations and details.  In looking them over you might see something that rings a bell for you or connects with some other detail you know.  If you tweak the search criteria on the left of the screen you can get a variety of results.
