Help with obtaining Civil War records for Disabled Vet

I have a gg-grandfather who was a Civil War disabled veteran that spent time in disabled veterans homes in Dayton, Ohio and Milwaukee, Wisconsin. I'm looking for guidance on how, where to obtains his records from those homes.

THIRD STROKE OF PARALYSIS PROVES FATAL While visiting at the home of his daughter, Mrs. John Griffiths, North Eighth street, this city, John L. Green, 72. Civil war veteran, died at noon Saturday. Mr.Green had been ill with paralysis for some time. Several days ago lie suffered his third stroke, and since that time his condition had been critical. Mr. Green spent several years in the home at Dayton. He survived by his sister, Mrs.Griffiths, this city, and the following children: S. H. Green and Mrs. George Woods, this city; George and Charles Green, Massillon, and Ilarry W. Green Canton.Funeral arrangements have not yet been made..
