Categories for the Empress of Ireland Project?

  1. Why isn't Category: RMS Empress of Ireland linked to the category tree?
  2. Why isn't Category: RMS Empress of Ireland being used as the top level category for passengers instead of the subcategory Category: Empress of Ireland? 
  3. Help for Using Categories says "Profiles should be categorized as narrowly as possible."  Why is the template for the Empress of Ireland project adding profiles to the lop level category when profiles are already in passenger type subcategories such as 1st Class Passengers on Empress of Ireland and Survivors of Empress of Ireland etc?
