The merge has only just been proposed. One profile has no manager, the other has one. Managers have a period of 30 days to look at and respond to proposals for merges before they go to default approval. Sorry. I have just spotted, Carole, that you are the manager of the profile concerned - oops. I have completed the merge - I had to adopt the profiles temporarily to do so.

You can adopt orphaned profiles. I used the extra powers I have as a WT Leader to adopt the profile Carole managed. I felt able to do that because Carole asked for the merge and no other manager was involved :-)
