Huguenot records on denization

Please would someone explain what the following Huguenot record, as I do not understand it.

"2 November 1662

Vincent    Reffeldt  (Reffelet), born beyond the seas (Patent Roll 4    Car  II   Part 7). The docquet  of  the  denization of Bastian Byer and J Rowluff Johnson,
natives of Holland  and are entered in SP  Dom. Entry  Book 5 p70  under    date 9th December 1661."

The Huguenot Society created and published an index to English governmental records concerning naturalisation.I suspect this is copied from an entry (entries) in that index. (2 volumes)

The first man's entry is to been found in the patent rolls of Charles II (Carl II)

Patent Rolls are described here  The contents of these rolls which record grants made by or on behalf of the sovereign   are diverse and include letters of denization

The second two mens entries are from State papers for 1661

SP Dom stands for State Papers, domestic. Info on SP Dom entry books is here

These records aren't (on the whole) digitised. They can be viewed at the National Archives, Kew. They  can be digitised at a cost. There are a whole lot of finding aids but the info you have from the index should be enough to find the originals (best though  to email or  ask online  for help, these record series have been re-catalogued and are complex to navigate)

thanks. i know it is  a sort of citizenship. what i dont understand is what Vincent Reffeldt had to do with it or the other 2 nor what Reffelet refers to. what is meant by "beyond the seas"? what does "Patent Roll 4    Car  II   Part 7" refer to? What is  "SP  Dom. Entry  Book 5 p70"? Johnson   doesnt sound very Dutch. noroes  Byer, does it mean  Vincent was not born in England but lived there and maybe had been denized or nationalized, and was not born in Holland like the other 2? i cannot find any record anywhere for any Vincent Reffeldt or Reffelet nor anyone else searching with  r*f*l*.
