Percy was born on the 16th September 1894 in Edmonton, Middlesex, the son of John Samuel James Williams (1865 - 1958)] and Jessie Nicoll (Vincent) Williams (1863 - 1944).[1][2][3]
1901 Census on the 31st March 1901 Percy and his sister Norah were living in Hornsey, Middlesex as visitors with their mother's sister Emily Ellen (Vincent) Mercer and her husband William David Mercer, and their children Jean, Selina, Thomas, George, Ruth and Leonard.[4]
1911 Census on the 2nd April 1911 Percy was living at Wood Green, Hornsey, Middlesex, England with his parents John and Jessie, and his siblings Frank, Amy, Ida, Eric, Norah, Edward and Margaret. He was employed as an assistant in a wholesale stationers.[5]
In the 1921 census Percy (age 25), Printer Layer On, was the single boarder of William Thomas Marshall at 12, Upper Tollin Park, Hornsey, Middlesex, England.[6]

Percy married Nellie Friend and the marriage was registered in the 2nd quarter 1925 in Southwark, London.[7]
1939 National Register on the 29th September 1939 Percy a General Post Office telephone operator, was living at 49 Dagenham Avenue, Dagenham, Essex with his wife Nellie.[8]
