Troxler-43 and Trosclair-24 appear to represent the same person because: Same parents, siblings, and date of birth. Different spellings of same last name. "Carlota" is the Spanish version of "Charlotte," and the regime (therefore records) was Spanish in 1789. But unless the family was Spanish, the name should be "Charlotte Trosclair"--assuming the family was French, or they adopted the French version of Trosclair/Troxler. Either way, her name should go with the rest of her family's names.
