William was born in 1840, Baltimore Maryland.

"William "Tough" not only joined but was a Captain with the Guerrilla or irregular forces called the Kansas Red Legs.[1][2] The Kansas Red Legs fought on the Kansas-Missouri Border during the American Civil War in support of the Union.[3] NOTE: Captain Tough is a nickname not his rank.

He was Chief of Scouts for Union General James G. Blunt, The group of scouts he led were called the "Buckskin Scouts" and this group included former members of the "Red Legs". " Another person who rode with him with the Pony Express and the Buckskin Scouts was young Buffalo Bill Cody."
