George Montgomery Mateer was born in May 1827 in East Franklin Township, Armstrong, Pennsylvania, son of John Mateer (1782–1866) and Margaret Montgomery (1792–1875).
His siblings were:

George married Margaret Ross (born in 1833 in Pennsylvania, United States). Their children were:
