Joel A Mann was born about 1786 in southern Virginia (likely either Charlotte or Bedford County). He was the son of Millington Mann and Elizabeth Unknown. His paternal grandfather was Francis Mann, Jr, but his paternal grandmother is not known, as it is believed that Francis' wife at the time of his death, Mary, was a stepmother to the Mann children.
Joel's parents and his older brother John H Mann moved from southern Virginia to Edgefield, SC (within 30 miles of Augusta, GA) when Joel was about 3 years old. In 1845, his mother Elizabeth stated in an affidavit that her family had moved to Edgefield, SC in 1789, and they did appear on the 1790 census of that county.
By 1812-1813, Joel Mann lived and owned land in Edgefield, SC. While it appears that his remarried mother, siblings, and half-siblings moved from Edgefield to Greene County, GA around 1812-1815, Joel Mann remained in Edgefield until after the 1820 census. A Joel Mann appeared as a witness to a deed in that county around 1824/25. Then, he also moved to Georgia. By 1820, his mother, step-father, and some of his siblings had left Greene County to move north to Jackson County, GA. Joel apparently left SC for Jackson County, as he hasn't been found in other Georgia records before appearing in Jackson County. His mother lived there until she died around 1847.
His brothers Henry, William and Jesse lived in Jackson County at different times between 1820 to 1849. His half-siblings Mary Ann Dougherty (wife of Andrew Oliver) and James B Dougherty lived their adult lives in Jackson County. His other half-brother Charles Dougherty, Jr eventually moved from Jackson County to the city of Rome in Floyd County, which is located in NW Georgia, not far from the Alabama border.
By 1840, Joel Mann had also moved to the Rome, GA area, where he lived until after the 1850 census. In September 1852, he advertised for sale a 500 acre farm on the Coosa River, about 4 miles from the city of Rome, GA (the Coosa River was on the west side of Rome, not far from the Alabama border), and moved to Denton County, Texas. He passed away about 1865, as he appeared on at least one county record for the year of 1864.
Note: Joel might also have had a son named AH Mann, who lived in Floyd County in 1840. This is a hypothesis based on proximity to Joel on the 1840 census, and the fact that there were not many Mann families in northwest GA at the time. Also, while the daughter Louisa Adeline has not been linked specifically to Joel Mann and his wife with an official document as of 2022, her location as well as DNA matches of her descendants with known Manns provide reasonable evidence. Also, Joel did have a daughter whose ages matches the age of Louisa on census records.
