Frances was born in 1958, in Texas to Pat Kelley and John Martha (Selman) Kelley. She married Charles Thomas Spivey in 1978 and in 1981 their only daughter, Janet Lynn (Spivey) was born. She resides with her husband and mother in Houston County, Texas. [1]
