Josias Philippus Hoffman is in 1807 op Stellenbosch gebore. 'n Goeie kennis van Engels, Nederlands en boekhou het hom goed te pas gekom in die grootliks ongeletterde gemeenskap noord van die Oranje. In 1840 het hy skoolmeester in die huidige distrik Smithfield geword en later transportryer. In die jare het hy 'n hegte vriendskap met Moshweshwe gesluit. In 1853 was hy een van die afgevaardigdes wat met sir George Clerk oor die oorhandiging van die regering aan die Blanke inwoners onderhandel het. In Maart 1854 is hy as voorsitter van die Eerste Volksraad aangewys en in Junie as eerste staatspresident van die OVS verkies. Bewus van die swakheid van die jong staat, het Hoffman 'n beleid van vreedsame onderhandeling met Moshweshwe gevolg, hom in Maart 1854 in Bloemfontein onthaal en hom later die jaar by Thaba Bosiu besoek. Die besoeke het 'n potensiaal plofbare toestand langs die Caledonrivier egter nie ontlont nie en 'n heftigeteenstand in die OVS uitgelok. In die spanningsvolle Volksraadsitting van 1854 is 'n voorwentsel gevind om die president af te takel. In 'n verslag oor sy besoek aan Motheshwe het hy nagelaat om te meld dat hy 'n vaatjie buskruit aan die opperhoof geskenk het ter vervanging van die wat in die afvuur van werwelkomingsalutegebruik is. Die saak is uit verband geruk, en het gerugte versprei dat Hoffman die buskruit na Moshweshwe gesmokkel het. Tydens die Volksraadsitting van 1855 het gevoelens so hoog geloop dat kanonne op die presidentswoning gerig is, en Hoffman het in Februarie bedank.
