Thomas Downs was born in Dacre, Yorkshire, England.

Thomas was born in 1842^[2][3] in Dacre, Yorkshire^[3][2]. He was the son of Isabella (Horsman) and Stephen Downs.

By 1861^[2], Thomas was living with and working for his brother-in-law Matthew Nelson (husband of Ellen at Hole Bottom in Dacre, where he was to continue to live and work the majority of his life^[3], only appearing elsewhere in the 1881 census. Thomas did not marry nor have any children.

He died, aged 70, in 1912 and was buried at Thornthwaite on 11 November 1912.
