Charles William Rouse Boughton was the second son of Shuckburgh Boughton of Poston Court, Herefordshire and his wife Mary, daughter of the Hon. Algernon Greville. He married on 3 June 1782, Catherine, daughter and heiress of William Pearce Hall of Downton Hall, Shropshire.
Charles succeeded his distant cousin Thomas Philips Rouse in 1768, and took the additional name Rouse. He was created a Baronet in his own right on 28 July 1791, but when he succeeded his brother Sir Edward Boughton, 8th Baronet as 9th Baronet he changed his name again to Rouse Boughton.
