Stephen, Robert Mugabe's profile is private since he's still living. You're very welcome to add the {{Notables}} template and relevant categories to his profile. Then follow the steps here to add the project account as a manager in case someone needs to make a connection while you're away:

You may want to add him to the category "Politicians". I couldn't find any others that seemed applicable, but I may not have looked in the right direction.
I might be wrong, but I think placing him in the Notables category should bring him out of Unlisted status (the default status for living non-members). Then he'd be some version of Private, and thus discoverable.

Public figures are, well, public figures, and thus subject to a different set of privacy rules. They still deserve privacy, of course, but their names are not protected to the same level as "ordinary citizens".
Due to the privacy laws enacted by the European GDPR regulation, it is not allowed to reveal private information about living persons - famous or otherwise. WikiTree has taken a no tolerance approach towards this, which means that these profiles will remain in an Unlisted status until they pass away - at which point we can work on them again. I'd be the first in line if I thought we could open up privacy on Notables, but it's too risky to put WikiTree in the spotlight when EU lawyers are hunting for a potential "landmark" court case to prove the GDPR, and I'm certain we would not want to be first in that line.
