Why does a proposed or completed merge generate 2 e-mail notifications

Do you get two e-mail notifications for the same profile? or for two different profiles you are manage? Curious what he circumstances are.

There are two profiles that are duplicated, with both of them being managed by others. If one does not match or is rejected, both managers must be notified. That would go for any changes also.
