If this is about family, you could enter the info, if you have sources.  We do not enter info about possibly alive people unless they are our own family, and we have permission to do so, due to privacy concerns.  If you can show that Graham has passed, he could be entered, again if there are sources.

If you do not have documented sources showing his death, and if he was born less than 100 years ago, you must assume that he is still living. In that case, as Rick says, you should not create a profile for him unless you have his permission. See
